Human resources management is comprised of both strategic and administrative actions because it involves human resource planning, recruitment, training, continual assessment of performance, transfers, welfare measures, at times firing and whole lot of gamut of activities linked with the role of human resources for survival and growth of the organization.

Unlike other resources like materials, machines, money and information etc Human resources needs much more strategic as well as administrative attention bbecause it is dynamic in nature and much more reactive in nature as compared to other resources. There are number of organizations in which Human Resources Management (HRM) is repoting to the CEO of the organization and plays very important role in strategic planning and growth with optimal use of human resources. However, it may not be wrong to state that traditionally HRM is considered to be more in the nature of taking administrative actions to manage employee\'s attendence, absentisiam, work performance, incentive payments, medical attention, safety and security, exploitation etc.

To my mind , in todays competitive world HRM plays both the old demarcated functions of line and staff which are related to key words Strategic and Administrative. No doubt with technolocal advancements machines are capables of taking adminitrative actions related to attendence, absentisiam, supervision through CCTV and use of remote cameras for monitoring, safety and security but still the ultimate adminitrative action lies in the hands of human.

On the other hand success of companies , in particular related to Information technology has shown that the best results are on account of HRM role in strategic planning and actions. To conclude , Human Resources Management is concerned about the future as well the present working of the organization and these are the resources responsible for the utilization and or wastage/ under utilization of other resources which also needs proper planning and administrative actions.
