When potato is soaked in water, the water moves into the potato and it swells and becomes stiff. This is due to the phenomenon called Osmosis.

Osmosis is the diffusion of water across a semi-permeable membrane from an area of high concentration of water, to an area of low concentration. In other words, water moves from areas of less salt to area of high salt.
