Speed of boat in still water = 16 km/hr (east)

Speed of water flow = 4 km/hr (south)

Relative velocity of boat wrt water flow is given by = 16-4 = 12 km/h

Angle of resultant with base is given by tan x = 4/12

x = 18.43
