Belt is a tension force member. thus only tensile forces exists in that. And tensile forces acts away from the point of application of load.

It can also be said based on the free body diagrams of the individual pulleys.

since pulley at A has a tensile force of T downwards, same tensile force acts in the belt towards pulley B.

considering the free body diagram of pulley B, if the tensile force T (left side ) acts towards pulley A, the counter force T (right side) must act away from B.
