We have two point for the linear model:

1990 ---pop 880

five yrs ater i.e.. in 1995 ---- pop. 1210

So, ( 1990 , 880) and ( 1995 , 1210)

Using linear model y =mx + c hwrer m is slope

m = ( 1210- 880)/( 1995 -1990) = 330/5 = 66

c = 880 population in 1990 ( y intercept)

So, linear model : l(x) = 880 + 66x
