Global thermodynamic equilibrium means intensitive parameters(like temperature, heat exchange) are homogenous for entire system. While Local thermodynamci equilibrium means intensitve parameters varying slowly in space and time.Therefore, local thermodynamic equilibrium does not required either local or global stationariy.
