Solution

Without knowing much about the geometry, size and layout it is ossible to only answer in general terms.

1) maintenance and cleaning of the surfaces periodically can oovercome much of the fouling and improve heat transfer

2) maintain a clean dust free atmosphere so that dirt does not deposit on the heat exchanges

3) use different materials

4) Use feedback so that waste heat is put back into the system ( eg cogeneration),

5) use different gases as working materials and use the features of raankine cycle and reheat

6) use of control system so that flows are adjusted for maximizing efficiency wrt heat rates

The recomendations would follow on the above. But without knowing more about the plant, cant say more
