A)

percentage of fractional change in the momentum

((Xmv - mv)*100)/(Xmv) = 9%

where X is gamma

=> ( 1- sqrt ( 1-v/c) ) *100 = 9

=>  sqrt ( 1-v/c) = 91/100

=> v = 0.1719c
