This is subjective. The choice will differ based on scale of the flowmeter and flowrate.
Suppose we have a 100 m3/sec flow rate in pipe that is being measured by a 100 unit full scale device.
Then.
For A: 1% of rate would be = 0.01*100 = 1
For B 0.25% of full scale = 0.0025 * 100 = 0.25
We see that the error is less in case of B.
But if the flow rate is less like 10 m3/sec with 100 unit full scale then
For A: 1% of rate would be = 0.01*10 = 0.1
For B 0.25% of full scale = 0.0025 * 100 = 0.25
In this case A is better.
Hence depending upon the flow rate and number of units in full scale, the choice of flowmeter would differ.
