1)Rulemaking is the process to make new regulations.Agencies are responsible to figure out details through the rulemaking process,The agency are work on passing the new regulation,While the it is in process , agency staff often get informal input from groups who will be affected. The agency will also wait for public talk.The users will the rules to solve certain problems or reach certain goals.

2)even though it is taking the time to implement it is effefctive .it strengthens the American Legal System.Anyone can revert the agency to change or repeal any rule.in case of that need to follow the same process to make the rule.
