How do planned lead times differ from actual lead times? Which is typically bigger, the planned lead time or the average actual lead time? Why?

Actual lead time is greater than planned lead time because of the following asumptions considered in calculating planned lead time:

No setup time involved, as the equipment is ready( As in actual it is not always possible) The loading and unloading time considered(may vary in actual)
