This is probably the most controvertial topic in history of human civilization. This thoery of raising perfect human race is called as Eugenics (  improving the genetic quality of the human population). With the advent of IVF technology and rDNA technology, it is possible to engineer human genes and produce better offsprings. The parents can choose the qualities they wish in their kids can be engineered in the embryo /egg / sperm. We can also chose healthy and intelligent individuals and use their egg and sperm for producing superintellgent kids.

But at present, the ethical and human values holdupperhand in this matter. Many countries have banned genetic cloning studies on human embryos. Many human right activists and scientists are opposing this idea.It rather goes against nature\'s laws of evolution. It creates various social problems, steriotyping, and stigma.

Purely from scientific perspective, yes it is possible to engineer a perfect human race through bredding which involves techniques such as IVF and rDNA technology. It is similar to breeding animals for better milk and meat.
