Strategic plans are the plans that are developed in accordance with the organization\'s mission. It is developed keeping in mind the entire organization. It is developed by senior management.

Tactical plans support the strategic plans. Tactical plans are concerned with the responsibility and functionality of lower-level departments. It allows the lower level departments to contribute their bit in the strategic plan.

Operational plans are developed by front line managers. These plans focuses on the procedures and processes that occur within the lowest levels of the organization.

In terms of complexity, strategic plans take into account complex and non routine issues. Tactical plans looks at less complex issues than those in strategic plans. Operational plans looks at simple and routine issues.
