We want the next sample to be taken at time t such that the hour hand has moved clockwise but the minute and second hand have moved counter-clockwise.

This is possible if the next frame is taken at 13 hours, 59 minutes and 59 seconds.

The time since 12 hours, 0 minutes and 0 seconds that has passed for the time to be 13 hours, 59 minutes and 59 seconds is 1 hour 59 minutes and 59 seconds.

Hence, the sampling should be done every 1 hour 59 minutes and 59 seconds.
