Loss of function mutation is recessive because the presence of one functional allele can produce the protein in required amount, means, the presence of one normal copy of the gene mask the mutation.

Tumour suppressor genes (TSG) are the genes that transform into oncogenes under certain physiological conditions. Their normal function is to regulate cell proliferation and inhibit cell proliferation under abnormal condition, their mutant forms are typically recessive, i.e. the loss of function mutation type. This is a survival advantage because the presence of one normal copy of the gene mask the mutation and allow the normal protein production.
