A device driver is a set of program files that controls the related hardware device and ensures it proper functioning. It acts as a communication mode between the Operating System and the Hardware Device. If due to any reason like proper hardware not installed, device driver outdated, etc. this communication between the OS and Hardware Device gets hampered and results in device conflict.
Now in the given scenario, the user first used the installation disc and then physically installs the PCIe NIC card. Now at the time of running the installation disc, the related device driver for the PCIe NIC card will be installed. However, since the PCIe NIC card has not yet been placed in physically, the device driver will not be able to find the concerned hardware. And it will results in device conflict.
