27. Answer is b: Hydrogen bonds or interactions are formed by the partially charged atoms or molecules. Partial charges are generated due to Dipole moment. Intern dipole moment is due to the presence of different electro negative atoms in the molecule.

4. Answer is a: form between oxygens and hydrogens of adjacent water molecules. Due to dipole moment, oxygen get partial negative charge and hydrogen get partial positive charge. Polarised oxygen of one water molecule form hydrogen interactions with polarized hydrogen atom of another water molecule and form inter molecular hydrogen interactions.
