When a person is charged with a crime, as opposed to being sued civilly for causing harm to another, there is a moral condemnation, or “stigma,” that attaches to that person.
In your opinion, what factors should be considered before a prosecutor makes the decision to publicly “stigmatize” a person by initiating criminal prosecution; instead of just allowing the injured party to initiate a civil action to recover money for the harm caused? Explain your answer and reasoning.

Civil suit and criminal suit are two different concepts. Civil suit happens when there is disputes between two parties. This dispute arises when a person or aoganizations violates some contract or laws causing loss to other. Suppose Mr X has contracted legally with Y to deliver some material. at the time of execution X failed. So Y has to buy them at higher price. It causes loss to y. Here Y can file a civil suit against X. Thus in civil suit some loss or damage is called to plaintiff ( person who has initiated civil suit) from the action of opponent ( known as defendant) .
Take another example. Suppose a shopping complex has been built with very smooth tiles. A customer while entering the complex fell down and broke his leg. Here person can file a civil suit against the shoping complex owner.

In criminal suit there should be some crime. a crime takes place when it causes some harm to the socity. Committing murder is a crime. Selling banned drugs do harm to the public health. So it causes harm to the society. It is a criminal act.
Thus criminal suit has some immoral stigma which causes damage to the society. It is a punishable offence. In civil suit if defendent is proved guilty, then he has to compensate as per judgement. He may be prevented to do some action. But in criminal suit the guilt person is punished by some monetary penaly or imprisonment or both.
Thus immoral stogma is attached when a person is charged with crime.
