IF MUTATION IS WITHIN THE CORE PROMOTER THEN OPERON WILL BECOME DEFUNG .... If mutation partly conserves the TATA consensus promoter sequence ... then there would be effect on the mRNA levels produces because mRNA levels depend on the closeness to core promoter sequence consensus .....mRNA Levels will fluctuate with different mutations but if mutation breaks the integrity of core promoter than RNApolymerase cannot bind and operon will stop.
Now comming to second part
CAP or catabolite repression is a mechanism by which if cell has glucose in environment lac operon is stopped ... and if it has lactose lac operon is started
Now how is this achieved
remember More Glucose means less cyclicAMP ....
SO when cyclicAMP IS less it isnt much available to bind to CAP protien .... and CAP protien without cyclicAMP stops operon
now in second case when glucose is less lactose is more
less glucose means more cyclicAMP
HENCE more cAMP binds to CAP protien and cAMP+CAP ... STARTS THE OPERON.....
now if CAP protien is mutated cyclicAMP cannot bind it ... and if it cannot bind it wont be able to start operon when glucose is less .... because even though if we have more cAMP we do not have CAP protien functional
