There will be no normal stress on the rubber cylinder.
As temp of the assembly is increase there will be expansion of both the components.

The inside will expand whereas the rubber cylinder will expand very little.
Hence the rubber cylinder will remain freely placed inside the steel cylinder hole.
Hence, no normal or shear stress will be applied on the rubber cylinder.
