yes.They are worth implementing. But this can depend upon the user. When a computer system maybe used by more than one person, it would be better if a person knows the limit he/she can store in it.It is also possible for each user to use a small quota to handle personal files such as reports or emails thus creating flexibility. In addition, quotas if set , can be used not just to control the number of disk blocks consumed but also to control the number of inodes thus making it easier.

FSRM is better as it is little more advanced than the traditional disk quotas. The quota tracking can be done by folder or by volume.Various notification mechanisms can be used such as e-mail, custom reports, running commands or scripts, event log.
