total seats = 200

standard divisor = total population/total seats = 200

quota for A = 7258/200=36.29

quota for B = 12463/200=62.31

quota for C = 9627/200=48.13

quota for D = 10652/200=53.26

lower quota for A = 36

lower quota for B = 62

lower quota for C = 48

lower quota for D = 53

number of seat remaining = 1

add it to B since it has largest fractional part

so final appointment is

A = 36

B= 63

C=48

D = 53
