Plan 2 approach wouls be effective in this survey case. The response rate will certainly be higher (with respect to average response rate in online surveys) due to the probabilistic sampling and the higher hapiness estimate of the census. This survey strategy will have less bias or sampling error. Data collection & management will be easier .

The recent hires would participate eagerly in companies procedures and the survey would result to be effective. In this case, the HR management time spent will be less and will lead to certain delivery of the message(survey). Hence, the postential cost will be very low compared to alternate plan 1.

Plan 1 would not be effective because that mostly employees preferred online survey approaches to the traditional format. There is contact basis (not anonymous) of deliverance which might influence the surveydata. It is time taking and could cause ineffective delivery of packets.
