Skin friction resistance in clay = 0 kips

Skin friction resistance in sand = 150 kips

End bearing resistance in clay = 160 kips

Total load = 0 + 150 + 160 = 310 kips

After applying F.O.S. = 310 / 2

= 155 kips

Applied P = Total load - negative skin friction

= 155 - 40

= 115 kips ( OPTION A)

As mentioned in question, FOS cannot be applied on negative skin friction so first FOS is applied and then negative skin friction is deducted.
