using the tables of Chi-square distribution

Var(X) = 2 v

v = degree of freedom

v = 40 / 2 = 20

using v = 2 and alpha = 0.1

we have

b= 28.412

for the other literal

we have 1 - 0.1 = 0.90

v = 20

alpha = 0.90

a = 12.443
