Fnet = mV^2/r

but Fnet = mg

=> v = sqrt (rg) = sqrt ( 9.8*145) = 37.69 m/s

angular momentum = IW = mr^2W = mvR

=> L = 4.45*10^4*37.69*145 = 243194725 kgm^2/s OR 2.43*10^8 kgm^2/s

Total torque = r*Ftotal

= 145*(115+115) = 33350 Nm

torque = dL/dt

=> integral dL = Torque*int. dt

=> t = L/Torque = 243194725)/(33350 = 7292.195 sec
