The Environmental Protection Agency develops a rule defining the Resource Conservation and Recovery Act term “solid waste” to include lead shot. A skeet shooting range is liable for disposing of four million pounds of lead shot that are built up at the range over time. The shooting range challenges EPA’s regulation defining the term. No levels of lead are safe for children. In adults, 10 micrograms per deciliter of lead in the blood is considered elevated and potentially harmful. At 25 micrograms, serious health problems can occur; at 100, there can be severe brain and kidney damage.

So for proving that the Skeet shooting range is posing a harmful lead pollution EPA have to collect samples from the range and after lab testing, they have to prove that the lead content is above the permissible limits of EPA.

For the skeet shooting range they have to check whether they have lead content above the limits set by EPA, if no then there is nothing to worry about, if yes they have to first start the dredging of water from the range by adding lime to it as lime is the only chemical that can precipitate lead, this will remove most of the lead. And then they should start using lead free skeets and bullets and ensure the court that they have taken all the possible measures to reduce the lead below EPA limits.
