A. The paleness and coolness can be accounted to the perfusion of the skin.
The increase in heart rate (tachycardia) is because of the cardio-acceleratory signals send to the heart because of the stimulation of the baroreceptors and the cardiac center of the medulla oblongata.
The low blood pressure is because of the weak pulse.
B. Because of the gravity drawing blood downwards, an adequate/high blood pressure in the common iliac arteries/some other lower point would not necessarily mean adequate in the higher parts of the body. If the blood pressure above the heart is adequate, however, it is almost certain to be adequate in the lower limbs and it is likely that the brain is also being adequately perfused.
