Prokaryotes have no specialized organelles like eukaryotes, therefore transcription and translation occurs in cytoplasm. So gene regulation is at the transcription level. When prokaryotes need more protein, transcription and translation will be higher and when it needs less or no protein, transcription and translation rate will be less or stopped.
Example: Lac and Trp operon.
Eukaryotes have specialized organelles like nucleus, endoplasmic reticulum, Golgi apparatus and others. Transcription occurs in nucleus while translation occurs in cytoplasm. So in eukaryotes gene regulation is at all levels and can be in any of the following levels,
1. During uncoiling of DNA and binding of transcription factor
2. At the transcription level
3. During post transcriptional modification
4. At the translation level
5. During post translational modification
