Yes, you are right. okazaki fragments formation does not occurs in vitro. but In this case okazaki fragments will be generated bacause here it is clearily mentioned that during purification of DNA polymerase I its 5\' to 3\' activity is lost. Thats why when replication process will take place the newly formed 3\' to 5\' strand will be continous strand and 5\' to 3\' strand will be formed discontinously as okazaki fragments.
