On what basis you would prefer to create AE and SQR? Assume we have to develop a simple program which is not even having huge back ground SQLs and huge validations. What tool you would prefer?

If there is any Client restriction like we should not use any 3^rd party applications, I would prefer AE. Otherwise it depends.
