Solution
Resolving angle = (550*10-9)/(6*10-3) = 9.1667*10-5
The angle when eagle starts = 0.010/196 = 5.102041*10-5
now,
(5.102041*10-5)/(9.1667*10-5) = 0.556585
0.556585*196 = 109.091
The time passed until the eagle sees the mice as separate objects = 109.091/23 = 4.7431 sec
