a) The best way to know about the charge accumulated on the object is from repulsion test. For example if a body is charged and to know that we have kept a neutral charge near to it, it attracts. If we keep a negative charge near to it, even then also it attracts. hence we can\'t find which type of charge is accumulated on the body. if we keep another positively charged body near to it, then it will be repelled. So repulsive test is more accurate to find the charge.

b) yes. we can charge a neutral object in three ways.

(2) by conduction

(3) by induction. hence in any of these methods we can charge a neutral body.
