Ok so this answer to this question depends on so many factors like velocity, forces, losses, angles with which it is twisted, blade profiles, aerodynamics and many other factors.

But the main reason why the baldes are twisted is that outer end of the blades travel fastest when compared to inner ends near the hub and this would effect the negative angles of attack near the hub and there is a possibility of stalling. SO this twisting of turbine blades will allow to have a constant angle of attack throughout so that the propertion of speeds and thrust are kept constant throughout.
