The problem (solution) is best understood by considering only the 4 aces (the other 48 cards have no role to play)
They (the 4 aces) have been divided into 3 piles (it does not matter how many cards each pile has.)
If two piles have no aces, the third one has 4 of them , proving the claim.
If all the three piles have only one ace each, one ace is left out, that is not possible.
Hence the result.
