A small p-value for any test indicates to reject the null hypothesis.

Here to test whether the treatment effects are significant at 5% level of significance,p-value=0.023<0.05

so we reject the null hypothesis that there is no significant differences between treatments.

Similarly,

o test whether the block effects are significant at 5% level of significance,p-value is approximately equal to 0 <0.05

so we reject the null hypothesis that there is no significant differences between blocks.

Hence we can conclude that treatments and blocks differ significantly among themselves.
