Solution

Assuming you are drawing the ROW with a 75\' radius for the cul-de-sac and a 50\' ROW for the street...
Draw a 75\' r circle centered on the end of the centerline of the street.
offset the centerline 25\' on each side (for the 50\' ROW)
trim the circle to the 50\' ROW
fillet the returns (we usually use a 25 radius)
