No,Saas doesn\'t eliminate the need of on-site data center.
Basically,Saas architecture is only focussed on providing multi-tenant applications on a low rental basis like pay per use basis to the customers(I.e organizations) . The whole process of installation deployment and maintenance of software application is ensured by the Saas provider which otherwise is a large financial overhead for customers to maintain the resources to host the application on-site.So the customers use the application on pay per use basis through web browser or some network application.
But this doesn\'t serve the entire business processes of the customers. Hence,The data that doesn\'t belong to that Saas application is to be handled by on-site data center only Paas is the cloud offering that provides all resources including server,storage,power,OS etc to customers without requirements of any on-site data center
