Will you please explain to me this sentence:

oligotrophic bacteria are considered as true or obligate oligotrophs when they possess narrow reaction ranges in terms of extremely low Km values, low respiratory rates and low energy maintenance coefficients.

I know what are oligotrophs, but I mean what does the sentence in general explains and what does Km mean and how it is related to the sentence.

the concentration of organic matter influence a lot to not only oligotropic bacteria but also to heterotropic bacteria .

The concentration of organic matter also change tothe physiological, respiratory,and reproductive system of oligotrops.The concentration of substrates impact to the velocity of organic reaction,The km value stands for measurement of how well a substrates complex with a available enzyme or given enzyme. A low km value state a large binding affinity as the reaction will more rapid.While high km value represents that the given enzyme does not have binding efficiency with substrates.

The concentration of substrates increases at constant given enzyme concentration the active site on the protein will be occupied ,the reation would be complete in some time which means the enzyme maximum capacity and increasing capacity of substrate will not increase reaction in respiratory,and other functtional systems.
