The skin is layered, the outermost layer of skin is the epidermis (provide barrier), second layer form the top is dermis which contains nerve endings, sweat glands and oil (sebaceous) glands, hair follicles, and blood vessels.

Superficial scratch damages epidermis, and not the dermis. Hence people don’t bleed with superficial scratches.
