It is because in prokaryotes one mRNA can code for multiple protiens as in lac operon one mRNA codes for 3 protiens Lac Z Y A.... and hence the specific regulation achieved by transcriptional factors as is done in eukaryotes is missing so regulation is done by mediating transcriptional levels of mRNA
Also RNAPolymerase in prokaryotes is a lot simpler compared to eukaryotes they lack mediator and holoenzyme complex as in eukaryotes hence expression control by transcriptional factors binding to proximal promoter regions ,distal promoter regions and enhancers is missing ...
