Application Engine is preferable as COBOL and SQR are 3^rd party tools. Though Mass Change is People Tools Object it doesn’t supports Program logic. But the advantage is it generates the SQL automatically which AE doesn’t generate.

Q2

No, Application Engine does not generate SQL or People Code. It executes the SQL and People Code that you include in an Application Engine Action.
