Here only the first statement is correct.

ie the lengths of side RQ and R\'Q\' are in the ratio 1:3

Here the scale factor is 3

The scale factor of a dialation is the ratio of corresponding side lengths

length of RQ=3 and length of R\'Q\'=9

RQ:R\'Q\'=3:9=1:3
