Material properties are the abstract qualities of the material and it depends on the class of the material or its type. For example the water absorption of wood is its property and depends upon microstructure of that particular wood. Similarly the property of expansion and contraction with the rise or fall of temperature is also an property.
On the other hand parameters are those variables which in general are outside factors, and do not depend on material quality itself. For example temperature is a parameter which can change depending upon weather, and does not depend on the wood, but it affects the wood by making it contract or expand. Similarly humidity in the air, or air pressure are other parameters.
