 Before that, a point near the top of the tower was

 m from a point at the base (measured along the tower), and this top point was directly above a point on the ground

 m from the same base point. See the given figure. How much did the point on the ground move toward the base point?

Side adjacent = 4.85, Hypotenuse = 50.4
 Cos(A) = 4.85/50.4
 A = 84.4779 degrees

 If .5 degrees is added to it: 84.4779 + .5 = 84.9779 degrees is angle A now
Find the new side adjacent, call it x:
 cos(84.9779)=x/50.4
 .075466 = x/50.4
 x = .0875 * 50.4
 x = 4.4120 m is the side after shifting of the tower .5 degree

 so,the distance the point moved: 4.85 - 4.4120 = .438 meter or 43.8cm
