I cannot figure out how to even plug this into the calculator? If you could explain how to do this ( change tha base to 17 instead of 10) with a scientific calculator.

Solution

log17 100 = (log10 100) / (log10 17) since logb a = (logc a)/(logc b)

==> (log10 102) / (log10 17)

==> 2 (log10 10) / (log10 17)       since log ab = b log a

==> 2 (1) / (log10 17)          since logb b = 1

==> 2/ (log10 17)         

==> 2/1.23045

==> 1.6254

Hence log17 100 = 1.6254
