The Buffalo Creek flood was a disaster that occurred on February 26, 1972, when the Pittston Coal Company\'s coal slurry impoundment dam no 3, located on a hillside in Logan County, West Virginia, burst, four days after having been declared \'satisfactory\' by a federal mine inspector.
The resulting flood unleashed approximately 132,000,000 US gallons (500,000 m3) of black waste water, cresting over 30 ft high, upon the residents of 16 coal towns alongBuffalo Creek Hollow. Out of a population of 5,000 people, 125 were killed, 1,121 were injured, and over 4,000 were left homeless. 507 houses were destroyed, in addition to forty-four mobile homes and 30 businesses.
Follwoing points helped to a victims to develop & stand again.
1 ) The U.S. Army Corps of Engineers\' \"clean up\" of the flood-ravaged area cost $3.7 million
2) The state of West Virginia negotiated with the federal government until 1988, finally agreeing to repay $9.5 million to cover clean-up costs and a portion of the interest
3) The state sued Pittston for $100 million, $50 million of which was earmarked to recoup the cost of damages and recovery efforts
4) In the largest class action suit, some 600 survivors and family members of victims sued Pittston for $64 million
5) They settled out of court for $13.5 million in 1974, with each individual receiving an average of $13,000 after legal costs
6)The 1969 federal Coal Mine Health and Safety Act had outlawed coal impoundments like those built by the Buffalo Mining Company on Buffalo Creek
7) The disaster at Buffalo Creek awakened the Mine Health and Safety Administration to the importance of enforcing these federal regulations.
8) In 1973, the West Virginia Legislature passed the Dam Control Act, regulating all dams in the state
9) Three separate commissions studying the disaster -- federal, state, and citizen -- found that Buffalo Mining had blatantly disregarded standard safety practices\\
10 ) The federal Department of Housing and Urban Development set up temporary mobile home communities for the homeless
11) The model homes were built on an old gob pile near Robinette.
