I am looking to do something similar to what is in this pict

I am looking to do something similar to what is in this picture with a different image using Jython. Whatever image it ends up with has to be 700 pixels by 515, or 515 by 700. What would the code look like to get any image to do something like what is represented in this image? I would also like to know how to create a chromakey like function to \"sign\" the collage with an image of some sort of signature, the example in the image is crossed out. Basically, how can I take the original image in the center and do what is done in the picture in Python/Jython? The program cannot prompt for any input either, but have all the needed files specified in the code. Thanks for any assitance you can give me!
