Solution

s(x) = 2x^3 - 3

Plug x= 1+x in s(x) ;

s(1+x) = 2( 1+x)^3 - 3

s(1) = 2(1)^3 - 3= -1

So, s(1+x) -s(1)/x =   2( 1+x)^3 - 3   +1/x

= 2( 1 +x^3 + 3x +3x^2) -3 + 1/x

= 2 +2x^3 +6x + 6x^2 -3 +1/x

= 2x^3 + 6x^2 +1/x -1

= ( 2x^4 +6x^3 -x +1)/x
