As water level is maintaind at 45 cm so velocity of water flow below height h is

V1 = sqrt(2gh1)

height of first spout from upper end

h1 = 45-40 = 5cm = 0.05m

V1 = sqrt (2*9.8*0.05)

V1 = 0.99m/s

velocity from second spout is

V2 = sqrt(2gh2)

h2 = 45-20 = 25cm = 0.25m

V2 = sqrt(2*9.8*0.25)

V2 = 2.21m/s
